Dr. G. Clifford Decker was born in Binghamton, New York in 1899, the son of Charles S. and Edith Ferris Decker along with his brother (the late) Dr. C. Arnold Decker who passed away in 2002, and his sister (the late) Mrs. Elaine Korn, formerly of Sumter, S.C. who passed away in 1991. Dr. Clifford Decker was a graduate of Binghamton Central High School and Harvard University, where he acquired his D.M.D. in 1921. While at Harvard, he joined the Student Army Training Corps, qualifying him as a World War I veteran. Following graduation from Harvard, Dr. Decker returned to Binghamton to practice dentistry with his brother Arnold and father Charles for a combined tenure of nearly a century. Among his peers and colleagues, he was regarded as a perfectionist and became very well known for the quality of his work. During World War II, Dr. Decker joined the United States Navy and served four years as lieutenant. Following the war he returned to Binghamton once again to resume his career in dentistry. In the years that followed, he pursued his love of education by continuing his studies in law and business. Eventually he became an astute and successful investor. A man of many interests, he started the first successful Movie Club in Binghamton in 1935. Clifford married Florence Bourne, a native of Washington D.C., who had spent part of her childhood in the Philippine Islands. Together they were avid world travelers, acquiring a very extensive and beautiful collection of art. Florence also enjoyed many hobbies, including art, astrology, astronomy and even wrote a book on nutrition. In 1979 they established the "Dr. G. Clifford & Florence B. Decker Foundation" in order to share their good fortune, their value of wise investment and self sufficiency with the community they called home. As the Deckers had no children, they shared quiet, simple lives in an apartment on Binghamton's West Side until they were separated by the death of Florence in 1983. Upon the death of Dr. Decker in June of 1988, the Foundation became the direct beneficiary of their estate. And so even today, though they have passed on, the giving and sharing spirit of Clifford and Florence continues through the Decker Foundation. This is their legacy to their community.
